Yea, I think this is an open raise kind of hand. If you are open limping a lot a TAG is going to start isolating you and using position against you. If you aren't comfortable opening raising this then you're better off not playing it.

No, why would he fold if he missed?

Because we represent a hand (maybe a king) and he´s tight ? But then again, he might often call and fold ui.
