Default Re: Ask me about completing a National Security questionnaire

I have heard some stories from friends who were applying for a sensitive compartmented clearance with the CIA. He said one of the questions was if he watches porn and if so then what kind. Then they asked if he ever has watched porn with underage girls, he says no but they keep pushing the question. He eventually says its not out of the realm of possibility that one of the girls might have been under 18. They thank him for his time and send him on his way. He then gets a rejection letter a few weeks later from the Department of Justice that says his clearance was rejected, reason was "viewing child pornography". He got all freaked out and was afraid charges were going to be filed. Apparently its pretty common to reject people for claims like this.

The form I am completing asks no questions about porn. But I assume that there are many variations of these forms, and I'm probably looking at one of the less demanding ones.

Parts of this story are either made up or you have the story wrong. The Department of Justice does not do security clearances for the CIA so he never would have received a rejection letter stating that from the DOJ. In fact, if they reject you I'm not sure if they ever give a reason.

The question about pornography they asked sounds like a question that they might ask on a life-style polygraph (I don't know though as I've never taken one) and not on a standard questionnaire. The whole purpose of those polygraph's is to a) catch you in a lie b) determine if you have a hidden part of your life that someone could use as blackmail against you.

So it's entirely possible that they might have rejected him for his answers to those questions, but it's highly unlikely he received feedback stating why his clearance was rejected.

The questions were given in a polygraph and the form he received said his clearance was rejected and the information about viewing child pornography was passed on to the DOJ. He called some people at the DOJ and they said no charges were going to be filed and that it is a pretty common occurrence.

Ah okay. That makes alot more sense then. I thought you were saying he received a rejection letter for his CIA clearance from the DoJ.

Something still seems wrong with this story.

I won't really go into it as the process pertaining to conducting polys is considered to be FOUO, but that line of questioning for a pre-hire poly doesn't add up. As already stated, it seems very similar to a Lifestyle Poly (LSP), however the manner in which it was conducted, per your story, doesn't fit the standard operating procedure (SOP). In addition, Counter Intelligence Polygraphs (CIP) are the norm for the prescreen process and even that only occurs once you are within the final two stages of the hiring process.

I am assuming that you are only having to do the basic EPSQ form in order to gain an interim SECRET//NOFORN clearance.

I just completed mine the other day. That is alot of crap to fill out. I have lived so many different places the last ten years and half of the people that lived there when I did aren't there anymore. They want someone that still lives in the area, good luck with that.

I don't know that EPSQ means.

But the form is entitled "Questionnaire for National Security Positions." And the form has a number "Standard Form 86."

By the way, I just noticed that the instructions provide a link (which I have not looked at, as of the time I type this):

If I can type correctly, the link is:

http://opm.gov/forms/pdf_fill/SF86.pdf

SF86 = EPSQ (Electronic Personnel Security Questionnaire)
