FWIW, "emergency" monies could also mean keeping some cash on hand. Everyone else has come up with some good ideas but what if a natural catastrophy happened in your area & the banks/ATM's/Western Union/etc were without electricity...you think they're gonna give you your money or be able to process a wire from another bank???

Amtrust Direct (Ohio) offers 5.36% which beats all your options except the intermediate bond funds. I consider it more liquid than a fund although that's probably a matter of just a few days.

Personally, my credit cards are my "emergency funds" since there isn't any emergency I can think of that can't be paid with a credit card. By the time the bill comes due I'll have the money from wherever.

You might consider going longer on duration with VWLTX or VWAHX instead of VWITX--you're well compensated for doing so with Muni bonds(+.19% Yield for +1.3 years to duration) and unlike with taxable bonds, higher duration bonds don't have an increased correlation with equities.
