Default JTo 3way - tough river decision

6 players at the table before, and at that time villain played roughly 23/9/1.7

I'd bet this. We are just 3 players and button seems like a reasonable good player based on his stats. He would have to call with any low heart because you could be bluffing and we only fear Q,K,A in hearts and I see no reason why he should have one of them.
If we don't have further reads I would betcall and against a passive player I would betfold.

I would probably fear a better flush, because what hand just calls down from the flop raise? I suppose he could hold A6/99/88/55. When he calls the turn I'd fear that he was drawing to a better flush and had something like KhT. On the river, I'd just bet. You can't go wrong folding to a raise because villain, if he holds the Qh, isn't going to raise. You get paid off by all the other second best hands.

Depending on villain, I'll occasionally 3-bet out of the BB preflop, but calling is standard. Flop and turn are standard.

Bet river, fold to a raise.

why do you bet the river? are you really going to be best more than 50% of the time when called? I think a lot of even more passive players will bluff at this if you check the river. They're thinking "he checked, he doesn't have a heart" and they'll value bet 9s down to 2s, and bluff with anything else. I check call here and win an extra bet when he bluffs.
