Default 25NL: Overpair in position facing overbet shove

My friend sent me this hand. I already told him that I think he should always 3bet this vs an unknown at 25NL. Seeing as he just called, thoughts on flop/turn would be appreciated.

PokerStars No-Limit Hold'em, $0.25 BB (6 handed) Hand History Converter Tool from FlopTurnRiver.com (Format: 2+2 Forums)

Button ($52.05)
SB ($25.80)
BB ($16.70)
UTG ($28.85)
MP ($24.15)
Hero ($24.10)

Preflop: Hero is CO with T[img]/images/graemlins/heart.gif[/img], T[img]/images/graemlins/diamond.gif[/img].
<font color="#CC3333">UTG raises to $1.25</font>, <font color="#666666">1 fold</font>, Hero calls $1.25, <font color="#666666">2 folds</font>, BB calls $1.

Flop: ($3.85) 5[img]/images/graemlins/spade.gif[/img], 3[img]/images/graemlins/spade.gif[/img], 9[img]/images/graemlins/club.gif[/img] <font color="#0000FF">(3 players)</font>
BB checks, <font color="#CC3333">UTG bets $2.25</font>, <font color="#CC3333">Hero raises to $6</font>, BB folds, UTG calls $3.75.

Turn: ($15.85) 7[img]/images/graemlins/club.gif[/img] <font color="#0000FF">(2 players)</font>
<font color="#CC3333">UTG bets $21.6 (All-In)</font>??

Overbet shove is a bit of an exaggeration, seeing as villain only has PSB left

Raise flop to 8-8.5, raising here if you don't raise preflop is a must.

I'm kind of puzzled by this hand though; if he had a big overpair he would have probably shoved over the flop raise, same with top pair+flush draw or even NFD with ATs+.

The flop looks fine to me, but I can't see how you're ahead on the turn. It looks to me like exactly 77, since you usually see largish pre-flop raises with the smaller pocket pairs.

If so, your advice to re-raise pre-flop is on target.
