How often should I be making a new Database?

Well, you did not really ask put any work into your question to have someone to want to spend work answering. The question is not that meaningfull. It lacks context.

Make a new database with what, for what purpose.Even if we assume things like poker tracker, what rate do you put hand in, do you keep observed hands. Do you use access or postgres, plus many of variables not a one of which you proffered, so to answer would be too much work and/or assumptions.
