Vill doesn't seem like he gets out of line to often. Your raise certainly shows strength as you are UTG and if he has any stats on you or has just recognized your play as solid/TAGgy then he has to know that most of your raises represent strength too. So a raise from him OOP after you raised UTG has to show considerable strength too. I think coming back over the top in this spot is a bad play though. You are allowing hands worse than yours to make the correct play and are only getting called/raised by better hands. So I think you have to just smooth call.

Game plan on the flop? If it comes a crappy board I think you may be able to find a spot to fold. If you know your opponent to CBet the flop and even double-barrel then you can expect to have to call big bets. With an AG of 3 it certainly looks like he could do this. If it comes a good board you can raise but that will probably allow him to play his cards correctly. Calling any of his bets may extract the most money from him when he has a worse hand but it also leaves you in the dark about where you stand if he fires again on the turn. So while raising on the flop would allow your opponent to play correctly I think you will be bale to play your hand a lot easier and make correct decisions if you raise. So I guess its kind of a toss up and depends on what you know about your opponent.

Call. Unless games have changed a ton in my time off.

If you 4 bet, you are rarely getting called by worse.

I am more interested in how to play later streets.

How would you do if ace or king does not flop? Thanks

calling is fine.

i might shove and rep some pissed off hand that is sick of the squeeze. and i think there will be plenty of worse hands that call.

If you limp re-raised PF, he'd be the one with the tough decision.
