holds/physical detainment etc, are just a tool like tasers and handcuffs, they are all trained on what to do, I really dont see a difference between a hold and handcuffs.

[/ QUOTE ]
Yes but what I mean is unless your going to just keep in a hold until an on-duty cop shows up, you can't really subdue someone unless they either completely give up or you knock them unconscious. I seems like just having a cop have hand cuffs in his pocket or car is reasonable measure to make sure the cop doesn't have to beat someone unconscious.

I think SOP would be for teh cop to call it in, then subdue the criminal until uniformed units arrive, but who knows what happened. The fact is, these guys are trained for it, we arent, they know what to do in this situation you dont, so saying that you know better seems ridiculous imo.

Shake,

You're missing out on the point that theres absolutely no way that OP's telling of the story, which he only heard from a drunk and biased friend, is 100% correct.

It seems the cop was off duty. Would he be carrying cuffs?

[/ QUOTE ]
In my experience, yes they usually do. Perhaps ItalianFX could weigh in on whether this is the norm.

[/ QUOTE ]

Its sometimes the norm, sometimes not, some precincts require you to carry a gun at basically all times, some dont, just depends. Shaka, the thing is, there is no way the situation happened as the OP described.

[/ QUOTE ]
I don't think cops should even be allowed to act as cops if they're both out of uniform and are not even carrying the regular equipment. Are they allowed to?

[/ QUOTE ]

Isn't anyone allowed to make a citizen's arrest if they witness a crime?

Shake,

I dont think doctors should even be allowed to act as doctors if they are not scrubbed up and not even carrying a hospital ward full of expensive diagnosis and treatment equipement, along with a team of staff to aid them. Are they allowed to?

[/ QUOTE ]
No one was in danger of some drunk guy walking home. Calling the cops that were on duty and had hand cuffs (that is if this guy didn't) is clearly better then just beating the guy up as a form of subduing him.

[/ QUOTE ]

No one was in danger? He could've hit someone with the sign, he could've hit someone on the backswing of his punch. He was clearly drunk and violent. How was nobody in danger?

Are you sure it was blood? Maybe his head soaked up some transmission fluid from the dry rotting car he can't drive.

How many people who are posting in this are in law enforcement now or were at one point in time?

I had a position that we called "Robo Cop" at the Oregon Shakespeare Festival for a few years.
