Villain is passive over a small sample size of 48 hands with 21/15/1 with river aggression being the lowest. Now the sample size is too low to give serious consideration to his passiveness, though I am wondering what would be the best in this spot.
Call or value shove? I am generally not too worried about runner runner flushes.

It's not a terrible flop to check behind, but kaz is right that it makes it tougher to get our stack in which is the ultimate goal. As played you have to call.

Bet flop with the K on board, and as played just call river.

I think you should go ahead and shove the river. He only has like $20 left and is calling with a K.
