Default NL200 - Does Balunga Theorem apply on fish?

Villain is running 66/11/1.8 (sample size ~300 hands). No other reads. Can we call his push? Assuming a player with this stats probably can C/R with some weird stuff.

If this is the first time he pulls this move, I'm quite sure players like this (60 vpip) have a 6. With a K they typically call all the way down, same with a FD.

He might have KJ too.
