When trying to reregister just now (also got the same message a couple hours ago at a practice table):

"Failed to register for tournament: No connection could be made becasue the target machine actively refused it"

Ok, so now its registering again, it appear I'm registered (since I have the option to unregister) but obviously I'm not...since I'm not in the list.

What give? Its giving me an error if I try unregistering...

Don't know, but I saw about 9 people registered... many of them I'd seen registered beforehand, so I assume they're reregistered.
