True, and if the guy didn't add the $1 chip to his $25 chip and didn't say anything, it would just be a call.

I guess you could also throw in a $100 chip plus a $1 chip if you didn't want to say "I raise" This would be very odd.

Min raise should have been $22. Since he clearly threw in $26 with two chips it's a raise. Not sure what the controvery is there.
