I witnessed this last night at my local B&M 2/5nl game. Looking for a ruling here. Old man river opens UTG, 2 callers.

FLOP: A94
OMR checks, 1 caller bets, other folds, OMR calls.

TURN: K
check, check,

RIVER: K
OMR makes title comment, and caller fires $100

Old Man River wants to fold...

There is no way he can continue playing if he's permitted to fold. Either he calls or leaves the casino with a roundhouse kick in the nuts for being a royal nit.

I witnessed almost the exact same thing. Board was insanely ugly guy is thinking about how much to bet. Guy behind him says whatever you bet I'll call.

The dealer says verbal action even out of turn is binding and he has to call whatever the guy bets.
First guy says really?
Guy yet to act says I didn't know that.
First guy goes all in.

Floor is called for verification.
Floor rules it as a story, IE if you call he calls that guy raises then I'm going all in. And the second guy is not held to his call.

There was no consensus in this very recent thread on the same topic. I believe you cannot commit yourself out of turn to a bet of unknown size. Others disagree and think it should be binding. What actually happens in practice is highly varied.

Depends on the house. At TI, if a floor was called, they would rule the following:

"Verbal action out of turn may be binding unless more significant action occurs in front of the out of turn bettor".

In this case, I think that the action would indeed by binding.

Thus, in this case, the bettor can bet any amount he wishes, and unless there is a raise between the two of them, the person that said the comment would be committed to calling (i.e. following through with his statement).

It sounds like an angle shoot to me. It is an attempt to remove the "bluff" from an opponents options. If I think A comment like that is binding then I can't bluff because I think he has to,by rule, call. So, he knows if I bet I have a hand.

True, I should know the rules, but this is such an obscure event it is unlikely most people know what will happen unless they have asked specifically. The OMR may technically be within the rules by doing this, but he certainly is not within the spirit of the rules, IMO.

Are you allowed to make 2 betting actions in a single turn? This guy is checking - nothing more nothing less.

i'm curious about this.... i posted exact same thing about 6 months ago.

unfortunately, it could be a bit of a tell that you might ask if it's binding.

The simplest thing in such a situation would be for the dealer to chime in immediately, before the other player reacts in any way, and declare such out-of-turn calls to be not binding. That way there's no confusion, and the other player doesn't have to give off a tell by asking to clarify the situation.
