I usually find that weak bets like this are weak hands that want to get to showdown cheap. They are usually made by poor players, who cannot fold if this bet is raised. So usually, in this case I would say a weak Kx. From his river bet, however Ac2c seems like a possibilty.

It's probably some sort of blocking bet (or does that term only apply to river bets?) where he has a hand like K10, maybe a 9, or maybe a flush draw, and wants to either draw or show down his hand cheaply. In either case, I'd raise it up just as you did.
