In general this looks really Weak. Learn about TAG play, as well as being aggressive and value betting.

raise $1 pf.
Re-raise on flop.
Then keep betting

I think this is fine. Raising the flop kinda gives the strength of our hand away, although if villian is that loose stacks are going in regardless if villian has any sort of hand. A better player might ditch worse hands to our flop raise, so I think the smooth flop call is fine.

I hate it...BUT I play it the same..I do not like playing for stacks with only TPTK..But against this guy I think it fine...

He's 39/2 so his pre-flop agg. is ridic low, but his total aggression is still 2 so this is one aggressive man post-flop.

Not many hands we beat will call if we raise the flop and there's a really good chance he'll just keep betting if we just keep calling. I like the call down especially if Ultimate Bet has a bet pot button.

Edit: Also to note no draws to worry about on the flop and do you really think it's tjhat likely he's on a heart draw after betting the flop and the turn full pot.
