Do you use a product or a language? What is the method you use to make your websites?

I modify templates, usually from somewhere like oswd.org, using an html editor.

What kind of site are you planning on making. I would suggest that you check out drupal and joomla.

It really depends on what you're trying to do. I've used WordPress and blank themes from OSWD as both responses above suggested. I also would have suggested the two CMS's majesty pointed out, though I haven't used them before.

Some stuff I've done from scratch. I built ArbCentral for my brother from scratch, though if I did it again I'd use an existing CMS.

Forum-wise, there are plenty of options: PHPBB, vBulletin, and SMF just to name a few.

While I plan on creating a number of similiar styled websites and was hoping to streamline the process without having them identical. They'll all need the same sort of things, especially forums.
