Eventually, I got Pac-Man to eat all the baloons I needed. The key was for Pac-Man to eat two ballons at a time by running in the middle of two collumns.

But, I spent a long time lofting darts to bust a hole in the top of the wall and then send another dart through the hole to pop about 7-9 baloons. It was possible to do that and have one dart left over (though I never did it). Then, you could hit Pac-Man and pick up the remaining baloons.

Be sure to pop the special baloons for extra darts.

I got Pac-Man to eat the brick wall. Then shot arrows at the balloons.

28 was one of the harder levels for me. There's no real trick to it. You simply need to develop the touch to loft the dart up one side of the diamond, reach the top, and then have it come down the other side while popping baloons the whole way.

It took me quite a few tries to get past level 28 including some near misses.

I did this about 43 million times, then realized if I could clear every balloon in the rows above and below the one with the ice diamonds, that would get me 91. Of course, you probably won't get them all, but if you can get 86/91, use your last dart and aim right at that first ice diamond, breaking the two in front of it and the iceball for 89.

Good game, but annoying as [censored].
