Vice City is the best. 3 is somewhat close, and SA is somewhat close to 3. Sheer size in SA doesn't mean it's better than either, though...
Mario... they're all great.

M64 is the only mario game I have not beaten. I loved every mario game before that, with SMB3 being my favorite. I just couldn't get into M64. Super mario world (for SNES) was great too.
