I think I'd play it like this. 3-bet to about $0.90.. CO raises to $2.. Hero all-in

Should have reraised more pre-flop, at least to 75c. Then if he rereraises you you can shove all in.

Probably got you beat after the flop, it's unlikely he would have played like he did pre-flop with anything less than KK,QQ
