THis is the 2006 rulebook, but I think it will do. Proceed to page 90. Section 66, Art. 4a: "After coming to a stop and establishing the pivot foot, the pivot foot may be lifted, but not returned to the playing court, before the ball is release on a pass or try for goal." It doesn't say anything about not being able to step onto the other foot. Think of it this way. On a breakaway layup on the right side of the basket, a player's first "step" after he picks up his dribble will be to put his right foot down. We never think of it this way, but he's essentially established a pivot foot. Now he puts the left foot down, taking his second step. Now he goes up off of his left foot, and if he's Acie Law IV, he leaves it short.
