Default why exactly is Stars still open to US? and party not?

I don't understand why Party pulled out of US after the act passed, but Stars still remains.
I know it was a decision made by Party/Stars, but why did Party pull out if Stars is still able to stay, if there are risks, why is Stars not pulling out??
same question applies to FT i guess..

has it got something to do with being a public/privately owned ???

You have 511 posts and you havent seen any of the other threads that discuss this issue?

It all has to do with having assets the US can seize and with the regulations that accompany being a public corporation.
