Actually it does since he gives improper odds for BB and UTG to call with any hand that has less than 7 outs (gutshots, middle pair, top pair with a weaker kicker, backdoor draws and a combination of these). But only if UTG+1 bets 100% of the time.

dont raise preflop if you arent gonna bet that flop.

as played, bet flop, bet turn.

Every time I had seen it checked to him on the flop he had bet. I don't know why his aggression factor was under one, but he was betting that almost every time. Still a bad play, but he definitely betting this.
