Default NL100 6max: facing a river shove that I hate

Villain is a normal player around (20/12/3). I think I also have a normal image.

Limp-call preflop indicates a set for me, but healty flop reraise and even more the turn check confuses me. Can be set, KQ like hand or bluff at this pont I think.
And than comes the river shove...what do you think?

i think he checks behind on turn here to induce a river bluff since the board paired and he doesn't have to worry about any draws

As I see from the replies you are also divided, whether it is a set or not.
Is there a cheaper way than $70 to find out?
Maybe a half pot blocking bet on the river would do it.
