He's not betting that much if he's holding a monster (like TT,T9 or T7, or an over pair), there are a lot of hands Tx that he's laying down. And calling just sucks right? You also stated he's a fish, how big a fish, could he be holding a middle pair? (or is this answer total crack?)

I think instead of telling us what he is not you would need to tell us what he is

Is he reckless? Is he aggressive? Does he trap? Can he fold a draw? etc

I think if villain is your typical aggressive player, I would push. Even though our kicker sucks, we usually have the best hand and with a drawy board I don't think we can just call. So depending on the read, I think it can be correct to push this against an aggressive player.
