They're not going to spread higher NL on request for following:

1) might not be enough players to fill a table
2) don't want to kill another game just to fill a new table
3) do you know the dealer rotations/staffing they had set at the time? maybe not enough staff
4) they aren't looking to promote higher NL (don't want all the $$ to go away that quickly)--since expansion it looks like they're trying to bring limit back with a change in game offerings (ie, 4-8 & 6-12 vs. 5-10)

I would say good luck in picking thru the GILF at a casino in Green Bay, WI but I figure you won't need any luck in fighting through 0.
