Default Theories of science

Anyone know anything about Lakatos' account for scientific progress? My understanding was that Popper said science is about falsifying hypotheses Kuhn said it was about paradigm shifts then Lakatos said both were incomplete and there are just research programs - some active and some degenerate. The reason for my curiosity is that intelligent design seems to fit Lakatos's definition of a science (although a degenerate example). Does anyone know if this is correct?

I (think) Lakatos thought it ok to hold on to a theory as long as other theories could still be legitimately criticized. Unfortunately, counter theories to evolution are becoming more and more difficult to criticize as the evidence continues to come in. So I don't think it's the same.

IDists have no valid criticism of evolution, except to offer ridiculous counter claims and/or by ignoring actual evidence.
