Betting flop in both of these isnt a great way to get value, and we lose extra value because he will be less inclinded to bluff his KJo or w/e.

Huh? In hand 1 we should bet the flop for value, to charge draws, and to protect a pretty vulnerable hand. If you pin this guy as a bluffer, then I prefer to induce on turn and river when the board and situation is fitting. These guys love to call flops light or with air and try to pick it up when checked to on turn or river or whatever.

Hmm, I think i agree. betting flop means I am committing my stack unless a really bad turn/river comes, right?

Hand 1: I think I like it, but I'm folding every PP below 99
Hand 2: I can see villain having air there a significant amount of the time, but folding is probably best.
