A hand that really bothers me

Button is a good tag playing lower limit
SB is loose PF and takes hands too far,but will fold if he thinks he cannot win.His raising is average.
10 players
PF-Hero raises(UTG) with TdTh-UTG1,MP2,CO,Button call cold.Sb 3 bets,BB folds and everybody calls.(18 small bets)
Flop-8c,9c,Qd
Sb leads out,Hero calls,everybody folds to button who calls.
21 small bets)

Turn-5h

Sb leads out again,hero calls(6 outs possible,probably 4outs)button raises,all call.(16and 1/2 BB)
River-Qs(8c,9c,5h,Qs)
Sb leads out again,Hero folds,Button calls.
I did not raise the flop because I was sure to get 3 bet.Mistake?

I think that you probably didn't put in enough action with this hand.An agrument could be made for raising pre-flop,on the flop,or on the turn.
