Depends - if the state bans a person from placing a wager in an unlicensed raked or percentage card game (i.e., not a home game), would you consider the person acting unlawfully if he/she did so over the internet?
If so, articles indicate about 20 - 25 states have laws against PLAYERS betting in illegal games or just general overall bans on gambling - other states only address the organizers - or have some specific laws addressing cardplaying.
LA expressly prohibits online gambling - and about 9 others have various anti-online gambling laws.
To be quite blunt, we have gone round and round on numerous forums discussing whether players are doing anything unlawful - since players are so rarely punished (even though by the letter of the law they may be guilty of a misdemeanor) its often hard to tell what the state's view is.
No federal law expressly addresses cardplaying.
