as far as I know you wouldn't be able to do it with existing programs but if you were writing your own applications you could assign them to memory addresses yourself.

You could give them higher processor priority or run them on a separate core in a dual core box if you wanted, but generally I recommend leaving it to your OS to make those decisions.

With Postgres you can allocate as much memory as you like/need/have.
