You are probably like me. Do you have unusually long, thin fingers with knobby knuckles? It's a surface area/volume thing. Your hands radiate away heat really well, leaving them cold.

Do the cold hands/feet people have low blood pressure? There's definitely a correlation for me, but I don't know if this is common.

my blood pressure is always right where it should be. I dont understand.

I guess I didn't explain that very well. My blood pressure is sometimes well below normal. It's pretty easy to fix (eat salt, basically), but when this happens my hands and feet get extremely cold. I end up wearing gloves in my apartment, or standing by the radiator all day.
