Im sure hes refering to NL... I don't know why he would call the raise a min-raise if it was limit.

This does happen a lot; insta-min raise. Its usually done by the weaker players; and as we know, weak players are really hard to put on a hand.

As for the question you have; I honestly don't really know what it means; it can mean a lot of things; weak players will do this for different reasons, one being raising really fast will somehow make you think he has something that doesn't even require him to question a raise (making you think hes strong); whether he is strong or not...
