I find there are two types of people that bet a dollar, idiots and tough players.

The idiots do this mostly on a draw, sometimes on a marginal holding, and seem to be willing to call *any* raise amount - it's insane. Until I'm shown something different, I will raise these dollar bets with literally any two and just play against their draw.

There are tough players that use minbets to control and pull information from weak players - ie someone that simply flat calls a minbet isn't strong, people will fold to them sometimes, if they only raise flop with TPTK or better you can get them to define their hand very cheaply, sometimes they will minbet/3bet to trap, etc. etc.

Anyways, until shown differently, always assume minbettors are bad poker players and their weak bets mean weak hands and their strong bets mean strong hands.
