Default can I complete?

Three players. 10/20 game. I have A-10 on a board of K4QJ. I'm last to act. The first player, with $41 left, bets $20. the second player called and I raised. The original better called the raise and put in his last dollar. The second player called my raise and the $1. Can I typically complete the bet here and put in the remaining $19? If not why?

You may call the $1 or fold. A bet of less than half a raise in limit poker is "action" only and does not reopen the betting. You were the last person to raise so you may not raise yourself.

An easy way to know what your options are in limit poker is as follows: If a player goes all-in for less tahn half a bet more your options will be the same as if he had only called, if he goes all-in for half a bet or more your options will be the same as if he had a full bet.

No you can fold or call. His one dollar is not at least half a bet. If he had $51 you could call, complete to $60 or make the third raise to $71.

This is not accurate. When you are facing action that is less than half you may complete the bet (if you have not already acted). When the action is over half the only choices are call, raise or fold; in limit poker you never have an option between completing the bet or raising (I know tehre are a few rooms out there where you do, I can only assuem that whoever wrote their rules was confused on this point).

Your dealer is retarded. 10-20 game, WHITES DON'T PLAY. He goes all in for FORTY.

But otherwise it would be a call unless he went in for $50 or more

White plays at Caesar's IN, you can go all in for a buck if that is all you have. White does not play at Casino Aztar, if you have a dollar left, you can't put it in play.

Red Chip game of course.

I hate the term "complete", since it gives the wrong impression.
The question is, can you "raise"?
Well, who are you raising? The last bet.
Who put in the last bet? You. You raised to $40.
So you would be raising yourself.
