The regs don't say anything yet because they haven't been written yet. But assuming they do say that when released (fair assumption) I have the same question you do. But the article appears to suggest that click2pay and epassporte have some tricks up their sleeves for when this happens. Maybe they will start using some intermediary foreign banks on a rotating basis to assist in transferring money.

Instead of:

click2pay ----> US bank

They could try:

click2pay ----> foreign bank account ----> US bank account.

They could keep changing foreign bank accounts as needed. This will be more expensive, but perhaps manageably so.

Last comment.....

Investment banks were served subpoeaes last week, they caved, no e-wallet withdrawals, no value for banks to fight, etc. etc, etc.

Take off your rose colored spectacles.

Or chase a moonbeam. Whatever you'd like.
