Default Do I have to live outside of the U.S. eventhough I get a foreign accnt

Basically, I live in San Diego and would have no problem going to TJ and setting up a bank account. But would I have to actually play from a residence in Mexico or could I still play from my residence in the U.S. once I have set up a foreign bank account?

Some sites track IP addresses, some don't. I've heard that findnot.com is a good option if you want to hide your IP.
