Jack doesn't know his brother was behind the scenes.

If he did know his brother was responsible for Palmer he would have exacted revenge before now methinks.

The son does this facial mannerism (twitch on corner of his mouth), very similar to what Kim does...definitely not a coincidence...son and Kim look like siblings.
