Default Rivered top set on a 4-flush board

Villain is 21/15/2 over a significant number of datamined hands. This is about my second blind revolution with him, and haven't seen anything shown down yet.

Is this a standard Clarkmeister (b/f)? Or c/c as a bluff catcher? Or some other option? What sayeth you all?

without a real read, it's impossible to say and it probably doesn't matter.
