They don't really need to have the law on their side. They know that most of the "bookies" are only in it for short term so w/ just a hint of going to jail, most of these bookies will close shop. None of these guys will fight very hard, they have made plenty $ already and right to gamble is not a cause for them. None of these guys are the Larry Flints of the world.
