This makes no sense. If Kumar wanted the boy dead if he saw or heard cops, he would have shot him when he saw or heard cops. Jack Bauer's presence was irrelevant in regards to the boy's life. Her calling the cops makes it more likely that the terrorists will be stopped.

That said, the civilian women on the show are generally idiots.

Actually, yes. The suitcase nuke did in fact blow up in LA, just they did not get to transport it to an extremely populated area. But we can still assume some massive damage was done
