Default Top pair and flush draw, is this overkill?

Villain is way too loose pre-flop, and generally terrible.

Is this overkill? I checked the turn to raise, but raising to a smaller amount seems awkward.

Should I lead the turn instead?

this is fine. i normally would bet more on the flop.

on the turn its like this... if you think there is a chance he folds better hands (A6, A9, 69 - cant really expect him to limp call AK or AQ) OR calls with worse (certain draws, bad aces, etc.) then this is fine. if you're in that gray area where he felts 2pair+ and wont have alot of 2nd best stuff, check calling is better. you say he's terrible, so check pushing certainly looks fine. (expect to be called by weird stuff, basically!)

Just call the turn bet. He gives you a very good price to draw if you're behind, and if you do hit your flush it's well disguised giving you good implied odds.

I doubt Villain folds any better hands to your raise given your description, and a lot of worse hands he'll just fold when you could have won more money from him on the river.
