There was a great recent SS discussion on this issue where dbitel and True laid down the law on this matter...I'll try to find it but I suck at "Search" so maybe someone else rememebers it.

It was very illuminating and well worth reading.

I fold here most of the time. It's hard to get paid off my light 3 bettors. If BB was a nit, I'd be much more inclined to call.

No you can't call for "set value". You need to move them off their hand to make monies.
