Default mind games vs h@ll

This is a hand I witnessed my friend play against Hallingol.

They've been playing on all the NL 25/50 tables. My friend usually repop hall quite often preflop with all kinds of air, but have been quiet today.

Hand 1:
6 handed NL 25/50. Effective stacks 10k. Hallingol makes it 200 UTG + 2, friend makes it 700. Hall calls.
Flop comes Th 4c 2c. Hall check calls 1200 bet.
Turn 8h. Check, check.
River 3d. Hall bets $1500, and friend makes it $3500. Hall folds.

Then several hands after this one, Hall opens UTG+2 and friend reraises right after him and takes it down preflop.

The very next hand, 8 handed. Effective stacks 14k. Hall opens for 200 UTG+2, and friend reraise him to 700, UTG+3. Hall calls.

Flop 9h 2c 5s. He check calls 950.
Turn Kh. Check. Check.
River 3c. Hall bets 1500 very quickly. Friend make it 3500 after 3 seconds. Hall lets his timer run down, requests for more time, and finally,
raises all in!

Is Hall bluffing? Without any history, he could easily be doing this with hands like 87s, 76s, 86s, A3s, pocket pairs.
But with the relevant history, does it make it more likely or less likely that he is pulling a big bluff?

I remember the first hand from yesterday. The villian was blitto009 and I bet OP was just an observer and wanted to sound cool telling people he has friends that play 25/50. Hence why he doesn't know his "friends" holecards.
