Default betting for value then min raised on river

I dont have many hands on BB but he seems bad and is over 50 vpip over 30 hands.

BB ($216)
Hero ($234.30)

Surely if you are betting for value it is because you are ahead? So in general you're either happy to get it all in, or are at least making the call.

This spot as is always said would have to be read specific, but first glance says fold. How bad is bad? Can he see that a 5 makes a straight? or are we thinking hes value betting a slow played pair of 3s bad?!

I cant see what min raises you here that you beat? But there is 313, 70 to call; eeeeewwwwwwwwie not nice.

I think you see 2 pair often enough against a bad player to call here, but I think it is close.
