I'd go with Manute Bol for reaching with arm extended and a jump to reach the highest point.
He could jump 28 inches and beat Jordan jumping 60. Highest vertical considering height today could be Nate Robinson. Maybe he will work on his vert during his suspension.

Dominique Wilkins apparently had a 48" vertical at 6-8 and could also pick quarters off the top of the backboard.
He had some dunks where his head and shoulders were completely above the rim. Michael Wilson was also crazy.
