Fold, call or raise... in the heat of the moment i was very confused, and all three popped up in my head.

I think someone betting this aggressively out of position in a 3-way pot has a big pocket pair. Probably QQ or KK since he's okay with the J high flop but doesn't want someone to hit an A on the turn.
