Getting 2-1 roughly with a set, I think you have to call/shove. The worst case scenario is button has AA/KK and made a bigger set, but more likely he has AK or just an ace, his raising range is pretty wide at 23%. With opponents this flakey I think you need to go all the way and hope for the best.
