Default Dual Monitor

I have two monitors currently hooked up and I want to have a separate "Start" menu bar and backgrounds on each monitor Im fairly sure there is software available to do this does anyone have any information that could help me?

A separate issue I do not want programs or tables to be overlap between the two monitors is there a way to do this?

fwiw, Ultramon is well worth the $40. I dont remember if the trial expires or not, but you'll get a few more features when you register.
