2/4 hand against tight and pretty passive villain

Villain is 25/7/2. He doesn't bet a lot, but usually continuation bets. I don't know what the flop check followed by turn bet means. He pretty much never check raises on any street. Preflop could be a fold, but that's not very interesting. Feel free to mention it if you think so, though.

Turn raise fine or just flat call? I probably have to bet the river. How much?

I'd bet the flop, but as played, I'd check the river through. Your line looks exactly like what you are holding. If I bet, i'd bet like 1/2 pot and hope he has a missed draw.
