I'm in Thailand. I am aware of, but don't personally know, of a falang (Westerner) playing online (in the same room 6 days a week) with at least 2 locals that he taught. Whether they are colluding or not I don't know.
Construction workers or people who work on farms make about 3$ or 4$ per day. I know a girl who sells juice at the skytrain station she makes $250 a month for a 6 day week, 12 hour shift. To get a credit card here you need show at least $300 going into your bank account every month for 6 months. So, yes it is happening. To what extent I don't know. As to why the locals don't start up on their own, well the entry costs (in $ and knowledge) are quite high for a lot of locals and they would have to know already that Poker is a EV+ business. Also gambling is illegal here (so credit card deposits may be blocked, gambling sites are blocked (including Partypoker)), you can't open up a Neteller account if you are Thai nor can you access Neteller from here.
